USAID Project

In collaboration with the Centre for Financial Engineering in Development, Washington DC, US, NIhal Sri Ameresekere promoted the acceptance by the Government of Sri Lanka of the policy to develop Economic Infrastructure Projects, through public-private partnerships.

The policy was approved in July 1992 on a Cabinet Memorandum submitted by President R. Premadasa, as Minister of Policy Planning & Implementation.

Subsequently in September 1992, the Government of Sri Lanka entered into a Project Grant Agreement, with the Government of the United States of America, to finance and provide assistance to promote Economic Infrastructure Projects, through public-private partnerships.

Thereafter in November 1992, USAID engaged the Centre for Financial Engineering in Development, Washington DC, US, as the Main Contractor and Comindtax Management Service Ltd., now Consultants 21 Ltd., as the Sub-Contractor, to implement the Project to promote Economic Infrastructure Projects, through public-private partnerships.

Comindtax Management Service Ltd., established and operated the Secretariat for Infrastructure Development & Investment, with Nihal Sri Ameresekere, as the Senior Consultant and Counter-part Project Director.

The Brochure of the Secretariat for Infrastructure Development & Investment established by 1993, identifying sectors and infrastructure projects for development, is given below, together with the Cover Page of the Guidelines for the development of Economic Infrastructure Projects, on public-private partnerships.
